12" is the FULL diameter of the subwoofer... if you cut it 12" then there is nothing to screw the subwoofer into.It depends on the brand, they are not usually exact, however they do usually come with a paper template you can tape on and use as a guide to cut out the wholes and drill screw holes.
Well Patrick, I don't know what you use, But My RF speakers I've used on a few systems always come with something like this, in addition to box design diagrams to make the box best suited for the speaker :

Usually for larger speakers there is a folded up template, or I've simply used the insulation ring as a guide to mark the size.
